Azure Storage Explorer fails to show queue content, "Error retrieving ..." "... code page toUnicode"

When using Azure Storage Explorer and clicking a queue, ASE fails to show queue content. Instead, I get an error message similar to "Error retrieving message list: Unable to translate bytes [82] at index 17 from specified code page toUnicode".

Other users can view contents from their machines.

My Control Panel / REgion / Current language for non-unicode programs is set to "English (United Kingdom)"
