Azure Service Limits Monitoring Proactively

Hello Everyone, 

We are planning to setup a Customized dashboard for Azure Service Limits monitoring. Do we have any service in Azure portal, where we can monitor the service limits across the subscriptions and setup email alert notifications based on service limits usage. 

I do know that we have a option "Usage and Quotas" on control plane on Subscription, which showcases the quotas on service limits. I have attached screenshot for reference. But, In my case I was looking for a proactive dashboard for customizing ourselves and get alert notifications through email on service limits breach. Any suggestions or recommendations would be appreciated
