Azure Scheduler triggers Http Action Delayed

I have 5-6 jobs configured with an Http Action on standard tier but many of them always get trigger at some time delayed

Below job is configured at daily 16th hour

but it always getting executed at 16.21 time ( which is around 21 delayed from configured time )

There are other jobs also configured, Some of them get triggered delayed around 1hr.
