could you be missing the following settings for the plan (for the roll up feature)? https://learn.microsoft.com/en-us/azure/devops/boards/plans/add-edit-delivery-plan?view=azure-devops#choose-fields-to-appear-on-cards
You should also define for each team the work item level you are interested on:
