Azure DevOps - Scale set agents - agent pricing

When planning to use https://docs.microsoft.com/en-us/azure/devops/pipelines/agents/scale-set-agents?view=azure-devops with Azure DevOps, do I still need to buy self-hosted agents for the number of instances in scale set?
