Ability for stakeholders to add to discussion with work item read-only permission

Is there a way to give Stakeholders access to add to the Discussion with work item read-only access? We do not want the Stakeholders being able to change any of the fields on the work item and want them to be able to contribute in the Discussion of the work item.
