Your overall approach sounds right, but the parent device needs to act as the gateway for the disconnected children, rather than just being physically connected to them. You’d typically register the devices in IoT Hub, configure the parent/MCC component to handle the update flow, and the children can then receive updates through the parent without direct internet access.
