Performance-based versus descriptive process knowledge

Does Microsoft have a published strategy for expanding AI services to capture and work with performance-based versus descriptive process knowledge?  That is, knowledge that people have of how to perform their work that is not easy for them to describe. E.g. tying shoelaces versus describing how to tie shoelaces, though applied to complex organizational knowledge work.
