What is the best route to create a "IT Ticketing System"
I would like to have a support system where when common questions automatically give a response and if AI does not find the response it goest to support. Can anyone help guide me the best system to start with in my Microsoft platform.

I want a team that helps me to develop an AI software using my algorithm for exterior building greenery on single buildings, zoning areas, whole cities countries. This will have the benefit of cooling the climate around buildings and cities, clean the air, providing food, reducing dust and noises , safe energy for the buildings and look good and provide living spaces on buildings for all other species.
