Can global administrator create a new Azure subscription

Hi,

 

I'd like to know if a Global Administrator can create a new Azure subscription.

    Global Administrators in Azure Active Directory (Azure AD) do have wide-ranging permissions but creating a new Azure subscription is generally not something tied to Azure AD roles directly. Instead, creating a new subscription typically requires having Billing Administrator or Account Owner permissions on the billing account associated with Azure.
    You must have an owner, contributor, or Azure subscription creator role on an invoice section or owner or contributor role on a billing profile or a billing account to create subscriptions.

    Depending on the offer eligibility for each account, users can create Azure subscriptions. Even end users can create Azure subscriptions such as free trial or pay-as-you-go subscriptions using their credit cards.
