Azure B2C - External Azure Active Directory
How to add a user in B2C from other Azure Active Directory in the new portal? Should I use Add Guest User option?. Earlier portal, there was an option to choose from "User in another Microsoft Azure active directory".
Azure B2C is for Consumer IDs, not users in other Azure AD tenants. To add Azure AD users, you need the B2B feature.

Yes, Azure B2C is for Consumer. But in order to maintain B2C users, I need to provide access to an internal user with their active directory account as User Admin.
Got it. Yes, use the New guest user functionality then, and once the user is added, delegate the necessary role/permissions.
