Azure Web App Deployment Failed: 429 Throttling & Policy Errors (Student Subscription)
Azure for Students subscriptions are subject to stringent quotas and policy controls that restrict the creation of App Service Plans in specific regions. A 429 throttling error signifies that subscription-level limits have been exceeded, while a policy error indicates that deployment in the selected region is disallowed under current subscription rules. There is no assurance of an “open” or unrestricted region for Student subscriptions, as these limitations are applied globally. Official guidance recommends either waiting for throttling to reset, optimizing resource usage, or upgrading to a paid subscription to enable access to unrestricted deployment options.
