Try below:
- Account Recovery Options:
- Alternate Email or Phone: If you have set up an alternate email or phone number for recovery, you can use these to reset your 2FA settings. Go to the Microsoft account recovery page and follow the prompts.
- Contact Microsoft Support:
- Since this is a developer account, you can contact Microsoft support directly for assistance. Explain your situation and provide any necessary details to verify your identity. You can create a support ticket through the Microsoft 365 Admin Center by selecting Support > New service request.
- Resetting 2FA:
- If you are the only admin for the account and cannot access it, Microsoft support may be able to help you reset the 2FA settings. They might ask for verification details to ensure the security of your account.
- Using Recovery Codes:
- If you had saved any recovery codes when you initially set up 2FA, you can use these to regain access. These codes are typically provided during the initial setup of 2FA and can be used as a backup.

Options 1-3 take me back to the authenticator app which is not configured so it won't work. I didn't download recovery codes. Any other suggestions?

if you still have the session with that account, try navigating to https://mysignins.microsoft.com/security-info and configure new MFA
