hi Matt_Fallen This is an interesting scenario — especially given your move from Citrix to Azure Virtual Desktop (AVD) or Azure-hosted browser environments. the mouse wheel not working in a popup window is usually tied to focus or input redirection between the browser and Azure session.
A few things you can try:
Run in Edge IE Mode – this often restores proper scroll behavior for older web apps.
Ensure input redirection is enabled in Azure Virtual Desktop or RemoteApp policies.
Check focus – users may need to click once inside the popup before scrolling.
If the popup is launched from a browser, try testing with different capture modes (WDDM vs Classic) in AVD settings.
