New MAUI Template fails to deploy; "Registration of the app failed"

I just upgraded the preview of VS 2022 17.2 to the latest to try out the MAUI RC.  I created a new project from the template, and it builds, but when I try to run it on my Windows host, it fails with this error:

DEP0700: Registration of the app failed. [0x80070005] error 0x80070005: Opening file from location: AppxManifest.xml failed with error: Access is denied.

I do have developer mode turned on in Windows settings.  I've also tried running VS as an administrator.  Web searches turn up a lot of noise from other technologies and versions of VS.  Anyone know what might be causing this?
