Issue with unexpected capability Microsoft.storeFilter.core.notSupported_8wekyb3d8bbwe

- I was able to reach the Microsoft Technical Support. They said that "Microsoft.storeFilter.core.notSupported_8wekyb3d8bbwe" capability is automatically added to packages which do not support Windows 10 Core (Windows IoT Core).
This capability won't impact app functionalities.
