Hi,
18DC06 is the last remaining Domain Controller.
In "sites and services" there is none of the old demoted servers

Hello,
is 18DC06, the last remaining Domain Controller? or one of the demoted DCs?
since you mentioned the rest are demoted, where they cleanly demoted?Check in "Sites and Services" if there are still any Servers(demoted) listed and perform clean-up.
do a "dcdiag /test:VerifyReferences /v" and check which backlink again.
