I tried to install in a freshly created Windows Server 2025 VM (with latest Nov patch) and encountered following error:

Same here, on Windows Server 2022 with October 2025 CU 😅

    OK, well, I've figured it out for myself: installation is limited to SKU ServerStandard (7) and ServerDatacenter (8), which excludes evaluation versions (e.g., EvalDatacenter SKU = 80). It's a little strange not to be able to test on an evaluation version, but hey, why not...

      The preview build has been updated with support for Evaluation Editions of Windows Server as of Monday, December 8th. Please give it another try!

      Apologies, you are correct. Windows Admin Center Virtualization Mode Public Preview 1 doesn’t support evaluation versions of Windows Server. This will be addressed in a future public preview and before it’s generally available.
