To address your comment: Azure Local is cloud-managed so there are no on-premises tools supported for Azure Local use.

I think that's still a huge mis-step for Azure Local, or at least being able to package Hyper-V and the simplicity of AL without the need for legacy tooling like Hyper-V manager or SCVMM.

    SCVMM is still more capable than WAC vMode. SCVMM is like vCenter. A paid for tool that has lots of superpowers. WAC is the light version from what I have found.
