Confirmed this does NOT work currently. the Assignee is NOT syncing from Loop to Planner. Similarly if you set the Assignee in Planner, it does not sync to Loop. 😞 However, if you set the assignee in Planner, you CAN see it in the "Assigned to me" section of MS To-Do. Help MS! This is SO CLOSE to something useful and great.
