RobOK , We just got of a call with Microsoft. Not even sure why some of our users got the updated Planner. In our O365 tenant, we were set not to receive updates until they were widely available. Microsoft reports there is not a way to force a new app or forcing an update to an existing app. They did suggest to set it to allow for Targeted release for everyone under the Release Preferences in the domain-wide settings.
