I was able to use the workaround given when installing Reporting in an environment where the management server was already SCOM 2019 Update Rollup 3.  I did also restart the System Center Data Access Service and the System Center Management Configuration.  After that is when I noticed the version number in the Operations Manager console change to the RTM release number.  At that point, I was able to complete the reporting installation
