Uploading multiple transcripts should be generally available, it isn't available just yet for a specific government cloud so just curious if your tenant falls under a Gov Cloud.
Here is another support doc indicating step-by-step what needs to be done to upload multiple transcripts View, edit, and manage video transcripts and captions (microsoft.com). Stream for the time being, however, doesn't automatically translate transcripts.
If I understand correctly, you want to provide transcript and captions in different languages for your videos, so the easiest approach would be to: download the auto-generated transcript file, open it in a text editor, and translate the text into each of the desired languages, finally uploading the new transcript file(s).

This ensures that timeline information will be accurate, just bear in mind that someone (or some technology) has to provide the translation for you to upload a transcript in different languages. Once different transcript files are uploaded, they are accessible as Closed Captions also.
