I have not tried earlier versions, but at least for version 9.0.0, you need to add LICENSE_ACCEPTED=1 for a command line with no user interaction to work.

My deployment for example
msiexec /i "SSMAforOracle_9.0.0.msi" LICENSE_ACCEPTED=1 /qn /norestart
