I can't directly speak to the roadmap, but I would imagine that this would be an option. I could also see them add an easy way to the portal for you to change the number type without Microsoft support intervention. I can also see it being obscured so you don't actually care, the type could be automatically set based upon what the number is assigned to.
In a nutshell, I don't have real information to share, but I can't imagine the user <-> system number process in place now is the long term solution.
