Ryan Steele Wayne Stuebing You could set up Direct Routing without a SIP trunk. You would just need an SBC. A virtual SBC would work, such as the Ribbon SWe Lite. You would only need enough SIP licensing on the SWe Lite to accommodate the the number of FXS ports (concurrent). It would actually be pretty inexpensive and Direct Routing is not difficult to setup. You would setup a dial plan to route the FXS numbers only to the Direct Routing and then you could either setup an auto attendant and forward a cloud service number to an on prem number (not real numbers, just ones you make up) or forward a user DID (but that would burn a license). It should work, but I haven't tested it. I'll have to check and see if I have an FXS gateway I can use for my lab. With that setup, you could do external paging, faxes and possibly external ringer (with concurrent ring).
