can you check your Tags on HANA VM are properly set as documented here SAP-on-Azure-Scripts-and-Utilities/Start-Stop-Automation/Automation-Backend at main · Azure/SAP-on-Azure-Scripts-and-Utilities (github.com)?

on HANA VM you need these Tags:

• SAPSystemSID = <SAP System SID>
• SAPHANASID = <HANA SID>
• SAPDBMSType = HANA
• SAPHANAINstanceNumber = <HanaInstanceNr>
