We have followed these amazing instructions to the letter however, when we try to apply template, it's not listed. Are we missing something? I found a separate blog that said to download the M365LP.pnp file and then apply via PnP (Apply-PnPProvisioningTemplate) but it just doesn't like the pnp file. Downloaded the file from here.

Can anyone help?
