The look book templates and accompanying infrastructure to deploy them aren't specific to Microsoft - they're community based, of which Microsoft is part. Microsoft Product Customer Support won't support PnP and community-based products, but the community will. Also, facets of Microsoft Premier and Customer Success will absolutely support these templates for deployment to our Government customers.
As far as reverse engineering. The templates themselves and the provisioning engine are all open source and available on GitHub. Following the instruction in the above blog post should allow you to deploy templates in GCC-High.
