"The Windows DNS-CR will use the hosts file, DNS client cache, WINS, NetBIOS Name Services, LLMNR, multicast DNS (mDNS), and DNS servers."
I think the name resolution order can be different depending on what is resolved. The order depends on whether you query a fully qualified domain name or a NetBIOS name (first part of the FQDN). Am I correct?

In general, Windows will always try DNS first when hosts and cache can't answer. Assuming there are defined DNS server addresses.
A multi-label name (FQDN) will use hosts, cache, and DNS; unless the TLD (top level domain) is .local. The .local domain will trigger a simultaneous DNS and mDNS look up. Otherwise, an FQDN shouldn't trigger anything else.
A single label name should use, in roughly this order: hosts file, DNS client cache, DNS with suffix append, mDNS*, LLMNR*, NetBIOS*. Where the asterisk (*) denotes, "When enabled." And, yes, I am ignoring anything WINS-based in that list.
In the future** this list will contain only: hosts file, DNS client cache, DNS, and mDNS. Where ** assumes you aren't reading this comment in the future where WINS, LLMNR, and NetBIOS are already removed from Windows.
