JanReilink for the data above, we used application layer (Exchange HTTP request) data. The perf counters you listed are perfectly fine to get an idea of the general usage at the QUIC layer (streams map pretty close to HTTP/3 requests), but ideally you really want to use application layer metrics to measure success criteria.
