How are leap seconds handled for local UTC offset time zones?
It was reported that for the leap second at the end of December 2016 that Microsoft was intending to incorporate the leap second at the end-of-day for each individual UTC offset although it was also reported that this was precluded by other unrelated problems.
This makes sense, having a uniform timescale for all of the 99 potential time zone time scales rather than different timescales with the leap second inserted at different time points in the day..
