I don't know the answer to it, but I did post your question to the discussion forum for the team who is leading the AI Agents Hackathon event. You'll find my post here if you want to follow the conversation: Are you all allowing folks to register for the hackathon as an observer?
That said, I encourage you to dive right in! Hackathons are so fun and provide an effective way to learn our technology in the context of solving real-world problems while building connections with others.

You're welcome to just watch the streams and not submit a hack, that's why we offer them on a public platform. You can register for individual streams as well as tracks (JS, Python, Java, C#, Copilot, Spanish, Portuguese), all linked from https://aka.ms/agentshack.
