Is this folder provisioned only if "Bulk Moves Enabled" is enabled? We are interested in ensuring that the folder will not be natively provisioned like some of the other "extra" folders. If we, as an enterprise, are not enabling this in the back end, we do not want to have Outlook creating the folder. Case in point, we have "Archive" folder and "RSS Subscriptions" and "Snoozed" folders for functionality that is not available to our users, but we still cannot stop the recreation of the folders. Outlook continues to create them. The folders themselves are "Clutter" to users. In an effort to simplify what our users are seeing in the Inbox, we're being subjected to distracting and unused folders within the mailbox.
If I understand correctly, the Promotions folder will not be created automatically for all mailboxes. The option to move items to the Promotions folder lives in the Anti-Spam policy configuration(s). The Promotions folder would appear in a user's mailbox the first time the Anti-Spam policy with the "Bulk moves enabled" switch enabled is triggered (excuse the grammar). If you do not turn it on, your users will not see a Promotions folder.
The Bulk tagging however will appear on messages in supported Outlook clients. There is no way to turn this off. "All Bulk messages that are below, met or exceeded the bulk complaint level (BCL) will be assigned a system tag 'Bulk'"
