So I am using Unhealthy state for Recommendation name you've marked above: A vulnerability assessment solution should be enabled on your virtual machines and Enable a vulnerability assessment solution on virtual machines.
To reproduce the issue, you need to have at least one VM in unhealthy state before you create automation workflow.
I have couple unhealthy VM's as you can spot below.
In my example the issue is, when I create a new VM, it will appear in recommendation as a 36th Unhealthy VM but it won't trigger logic APP
for this particular VM.
