Peter_Joseph the SCT download does not contain all the Server ADMX files, only the ones specific to the SCT.  There will be a seperate release for all the Server ADMX files coming this week.

 

To your other question about releases, at this time we are following the LTSC release cadence for Server baselines. There was a change to SAC mentioned in the note here (Windows Server servicing channels | Microsoft Docs) and we are exploring what an Azure Stack HCI baseline might look like.
