Seamless Application Access and Lifecycle Management for Multi-tenant Azure AD Organizations

The https://learn.microsoft.com/en-us/azure/active-directory/app-provisioning/define-conditional-rules-for-provisioning-user-accounts?toc=%2Fazure%2Factive-directory%2Fmulti-tenant-organizations%2Ftoc.json&pivots=cross-tenant-synchronization#create-scoping-filters says that we have to go to portal.azure.com to create the sync config, whereas we can use the new entra.microsoft.com or even aad.portal.azure.com to enable the sync in the first place (your screenshot). Why wouldn't this be configurable from the single portal, or am I overlooking something?
