First, does this rely on Combined Registration being enabled?

This is not mentioned in the Prerequisites on https://docs.microsoft.com/en-gb/azure/active-directory/authentication/how-to-mfa-registration-campaign
Second, does this only appear after passing an existing MFA registered method?
We want to prompt people to register Authenticator from inside our trusted network (securing the registration process) but don't have MFA required internally, as this is secured via other means.
I can trigger MFA externally but the majority of our users have mobile devices.
The nudge will not appear on mobile devices that run Android or iOS, so they will never see it.
Basically, would like to trigger the 'improve your sign-ins' prompt, without requiring MFA all the time internally, as they have already passed a different 2FA method to get on the network in the first place.
