Hi Chris,

Great question. Having an O365 E3 license grants you Azure AD P1 privileges. So for your users that have the E3 license, they're effectively P1 users in AAD. Sounds like all your users have either an E3 or P1 license, and if that's the case, you're good to go :) Your current licensing satisfies the requirements to use Smart Lockout, Banned Passwords, and the Active Directory features.
