My environment is exactly the same as Dean Chen  all running on 2008R2. I'm also against in place upgrades if they can be avoided. So this thread initially had me concerned I was going to have to in place upgrade to 2012R2. 

From your clarification, it sounds like I just build 3 new 2019 servers, install ADCS, export the configurations out of my 2008R2 servers and then import it into my 2019 servers. Done!  

Sound right? You mentioned this is well documented and tested. Yet we are all on this thread in this MS blog, because there is a serious lack of official MS documentation on this. I miss the old days when MS provided great technical docs on everything. Now it seems, you have to rely on the community and their experiences.
