Update to Windows Autopilot pre-provisioning process for app installs

The whole "Only fail selected blocking apps in technician phase" feature is really throwing me. Please provide more examples or clarify the documentation. Or add a tooltip to further explain. I know I'm not the only one that's having this issue.

If I have App 1, App 2, and App 3 as required apps for a corporate deployment and I really need App 1 and 2 on the device by the time the user gets to the desktop but App 3 can come down later, I would set Block device to Selected and select App 1 and 2 (right?). And if I wanted to be nice and pre-provision the users computer, I could use pre-provisioning before handing it over, in which case the "only fail" feature would be set to....yes? Why would I turn this to No? If App 1 and 2 aren't on the device, I consider this to be an unsuccessful deployment and don't want the user using the computer.
