Please note that EBCCA1C2-AB46-4A1D-8C2A-906C2FF25F39 requires that HKLM:\Software\Microsoft\Windows NT\CurrentVersion\Tracing\SCM\Regular[TracingDisabled] not be 1. When is 1, services.exe does not register the ETW provider (so it cannot be enabled at runtime by logman). To be able to enable it, TracingDisabled should not  be 1 when services.exe is started (so if the key is removed/changed, restart of the machine is required).
