If you are encountering this problem, one possibility is extraneous XML schema files in the IIS config schema directory.
Navigate to this directory on the problematic machine:
C:\Windows\System32\inetsrv\config\schema
If either or both files below exist, delete them:
NetFx40_IIS_schema_update.xml
NetFx45_IIS_schema_update.xml
Once they are deleted, attempt to restart the Windows Process Activation Service and see if IIS Manager works now.
If this worked for you, then for the next questions of "why this happened" and "why those files are there".. I have no idea 🙂
