This page has helped to resolve a production outage today at a customer, so thank you for the assistance. I wanted to note that, for 64 bit systems, the registry key is also found at Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Classes\CLSID\{B54F3741-5B07-11cf-A4B0-00AA004A55E8} , and needs to point to c:\windows\syswow64\vbscript.dll - this was the fix for our 32-bit website.
