The AI Administrator role in Microsoft 365 gives access to the Copilot settings page in the admin center, but it doesn’t unlock every Copilot-related control. Some options live in other admin surfaces and require additional roles. For example:
- Global Administrator: Needed for tenant-wide Copilot settings and app consent.
- Office Apps Admin: Required to create and publish Cloud Policy for Copilot experiences like Pages and Notebooks.
- Teams Admin: Handles Copilot pinning and behavior in Teams.
- Search Admin: Manages Copilot connectors for extensibility.
The AI Admin role is a foundational role. If you only have AI Administrator, you’ll see core Copilot toggles (like enabling Copilot and pinning in M365 apps), but advanced features tied to policy, connectors, or Teams require those other roles. Licensing and feature rollout also affect what appears. If you need access to additional items, it is common that I see orgs create custom admin roles with overlapping permissions based on need.
