Based on this link:  https://learn.microsoft.com/en-us/azure/azure-monitor/alerts/action-groups#webhook, webhooks must be publicly accessible, but you could use a proxy like Azure API Management setup in Internal mode with an App Gateway in front of it. Then you can accept the request via the public App Gateway and have it route it to private APIM then to your private function app.
