Cloud Initiated Driver Recovery shouldn't have any impact on driver targeting. The change described in Updated Graphics Driver Publishing Policy: From 4-Part to 2-Part HWID + CHID Targeting | Microsoft Community Hub is intended to help with the condition you're referring to though.
