We do not support the stretching of Windows Server 2019 Storage Spaces Direct. The error message you are receiving about AutoConfig is correct in that if it determines there are site fault domains configured, it will not set the storage pool up for you.
Windows Admin Center in the stretch configuration will only support Azure Stack HCI.
