Figured it out...
Update the <add key="EnableMailboxLoggingVerboseMode" value="false"> to "True" in the web.config file located in: C:\Program Files\Microsoft\Exchange Server\V14\ClientAccess\Sync\Webconfig
Open IIS Manager, Expand the server and select Application Pools. Right-click on the MSExchangeSyncAppPool and select Stop, Right-click on the MSExchangeSyncAppPool and select Start.
Then initiate your ActiveSyncDebugLogging (Set-CASMailbox user -ActiveSyncDebugLogging:$True).
