I understand what you saying regarding admin accounts/mailboxes. However, consider scenario where we are going from Exchange 2010 to EXO and the only server we eventually want to have left is a single on-prem Management server, likely to be Exchange 2016 using Hybrid license, which means we cannot have any mailboxes on it. So the end goal was always to migrate all mailboxes, user and admin, so that was why all were migrated.
Hopefully you guys will have solution soon where we can drop on-prem Exchange server and not need to purchase Exchange 2019 or later just for management 
.
For now we will create a new PF admin account to complete the process.
